if you are in the UK and in the same circumstances but can’t get a refund refer them to this website. you can claim discrimination against yourself and threaten to sue.
P.S. as a tip don’t tell them you may sue but imply that you could.

Honestly, use your one-per-account-refund if you think this will be your biggest refund case or give up (You probably bought it as sale for ~10$? Might want to wait and use it to return a full price game). Unless you take legal actions they most certainly won’t change their mind.

I just tried this to get a refund on Alice: Madness Returns, and they respond with
“The regulations you are citing do not apply to digital distribution subscriptions, electronic games, or downloadable content.
Again, as a one-time customer service gesture we can issue you store credit for the amount of your purchase into your Steam Wallet. The credit will also remove the title or item from your account.
Please confirm that you would like us to proceed with this credit. ”

I’m gonna say correlation does not equal causation here, and that the refund was not “forced” due to UK law. The act you cite states that it does not apply to “audio or video recordings or computer software if they are unsealed by the consumer” Pretty sure Steam Support was just being nice.

I’m not really sure whether this grants you the right to return software you already used, but I am pretty sure it does give you the right to return games you haven’t played yet.

In The Netherlands we have a similar law, but I’m not sure whether it is also applicable for software.
