No and yes :) RF:G uses GOO as DRM, only this DRM will allow to activations on multiple digital distributions. More about GOO is here:

Impulse updates games automatically – thanks God I have to say. Because when I downloaded the game from D2D it was unpatched and after first run that crap GfW-Live wanted to updated but crashed everytime – typical Microsoft thingy. So I added it to my Impulse account and updated.

Yeah, you can by from US D2D if it says worldwide. And if you have account on Impulse, then enter the same email as you use for it during game activation and RF:G will appear in your Impulse account too ;)

But US prices don’t include VAT.
