When i buy on steam i don't see any vat. The steam price in $ is a final price for me.
The same way it was on D2D. I made today my first purchase on D2D and it was $ price minus the 25% promo code.

Yes you can, just before you check out. But the offer is over now, so maybe there is a slight hope that "bigsavings" promo code still works if they have not removed it, but i would not be sure of that.
