Two weeks of mailing with Steam’s support desk and multiple screenshots of ingame MW2 errors later, Steam refunded the money of aGerman MW2 gamer name  ‘flanders‘, from the Modern-Warfare2.de forums.
In the full email conversation log (in German), available here http://modernwarfare.4players……schend-um/ , can be read  that  flanders even quotes a part from the German lawbook. L
Steam responds to this with the message that ‘it can be said with confidence that we’re not talking about a broken item [game] but a technical problem, which we are certain of that can be fixed by the Support Team of this game.’ (Apparently not Steam’s Support team, but Activision’s.)
Flanders, not impressed with this answer which could have been ripped straight form FourZeroTwo’s twitter, replies that he already contacted Activision’s support desk before who sent him 6 possible solutions which might be ‘of help’, but didn’t solve the problems.
Finally, Steam replies that they will refund his money within the next 3-5 working days but also point out that the next time flanders purchases an item from the Steam store, he should read their TOS first and agree with them, before ordering.
But still, in the end, this guy managed to get it’s money back without too much hassle.. it just took a lot of time and persistence

I personally received 2 refunds on Steam:

1. Stubbs The Zombie (ALWAYS crashing in once place, on ATI cards only) – took me like 5 e-mails with the support and got my money back.
2. Universe at War (ALWAYS crashing in one place on level 5 or something – both ati and nvidia) – took me 44 e-mails with both Steam and SEGA Support and I got back my money.

So are there refunds on Steam? Of course they are but only if you can prove that that the game is broken for everyone and crashes constantly no matter what hardware you use. You won't get refunds just because game is bad.

yea, steam tends to talk around so you might give up… thats just unfair…
