You cannot buy loyalty promo to others…
So who wants Pripyat for good price (~20€)? 
There aren't much DirectX11 games on the market. And this is one, that supports it

You can buy it to anyone. BUT if the recipient doesn't own any of the previous title/s, the "loyality tool" won't allow him to play. (I read that at steamforums)

i bought loyalty promo for 10 EUR. Button "purchase as gift" was disabled, so i guess you can't buy it for your friends without any tricks.

I mean you can buy it for 10 EUR instead of 30 EUR if you happen to live in a Tier 2 country and own Shadow of Chernobyl or Clear Sky (the former was very cheap during the holiday sales). So it is a pretty good deal in my opinion, and I wonder why there is no news about it.

i don't think it is thanks to Valve. Publisher wanted such promotion, so they made proper agreements with steam. Thank game's publisher not Valve.
