no i think its psycologically thing xD
"people" tend to think, that 19,99 is less than 20 (which it actually is, but not very much) so they tend more likely to buy the product

Same here, can't buy. While in retail shop it's available, Steam says I can't buy it. Resolution of the problem would be a gift from a UK friend.
