User with a retail copy can buy the key for the DLC via Gearbox. Fine. Steam User via Steam. Fine, too. D2D give me no support answer about the fact, that they don´t have the DLC yet. *gna* Hope, they will this release soon enough. *lol*

D2D lacks of support.
I remember Oblivion, there is a plug-in call Oblivion Script extender that add various functions used by a lot of modifications.
You can use the plug-in with the retail but because the .exe file of the download version is encrypted you can't use it with the digital version. Steam/Valve personally patched Oblivion to allow the use of OBSE but D2D never did. So people who bought Oblivion over D2D can't use a lot of popular mods for Oblivion.
