The steam app id is the identification number of a certain game in steam. For example Counter strike source's steamid is 240.
You can easily find out the steamid of a game by visiting the store page. http://store.steampowered.com/app/240/
I see no point in editing the steamid however, there was a bug in "team fortress dedicated server", you couldnt host css servers. you had to go in the folder of that program and create the Appid.txt file which only contains the appid of the game server you wanted to host.
but that problem has already been fixed and the program is since then called "source dedicated server".
Afraid it is so.
But for those having such problems, just use 4GB Skyrim mod you can find on skyrimnexus.com which basically allows your Skyrim to use whole vram available, drastically improving performance especially when you are using custom HD textures.
It has a launcher of its own, so it unintentionally bypasses the IP check of Steam while you are counted connected to Steam (chatting, achievements etc.) once you are in the game.
