Well seeing i did see one of the Steam thread that their parent did a chargeback because they didnt know their child purchase something but in the end he manage to get it back.
On their support it say

Paypal chargebacks (regardless of when the transaction occurred).

Shops that are gifting games are dangerous. It's not the first time that happend.
Infact the only shop on the disapprove list was doing exactley the same thing.

Seeing as that is hopeless i pm'd someone @ Steam forums (Valve employee) and waiting, hoping for a positive response. I also promised that if i get my account back, then the first thing i will do is buy that game @ Steam Store!
Also: if they're not gonna re-enable my account i'm willing to make that one angry phone call!
This by the way shows how dangerous Steam itself is.
When you buy a game at a retail store, you own this game. No one can take it away from you, but you don't own any Steam game.
You just have a time unlimited subscription, that mean shit. Steam can cancel the subscription or change it terms and then you are fucked. Thing that will never happen with a retail game, because you actually own something physical. A real DVD that you can touch and put in you PC-drive anytime.
A game on Steam is worthless than thin air. I really warn people to buy full price games on Steam because of this dangers. Only buy games that are so cheap you don't care if you lose them, or can't play because Steam servers are down.
And remember you can sell a retail game, you can't sell a Steam game.
If you really want to buy a full price game on Steam create a new account for each game.
You see what happen to the OP, because got gifted a game that someone else bought with a stolen cc (remember not him) he lost everything on his account. That is way over the line.
One account for each game. Should Steam try to screw you, it doesn't hurt that much.
Consider to buy from UK online retail shops instead. They are really cheap, often they sell games even cheaper than Steam Weekend deals.
Use this price comparison search engine to find the cheapest store for the game you are looking for.
If can read German you may also try this site and use the Europe wide search. (This site also include cheap polish shops. Which often even cheaper than UK stores.)

Well said Dragoon! I never used Steam and made my account for the first time only to play MW 2. Then I began to buy games on steam attracted by weekend deals. Now i have a not so small collection and I thought only one minus of steam is that you don't have a disc in your hand. Now i see that Steam can take from you all your games in a second!

Well… now after a bit of time that i've pm'd someone at the forums, i got a reply at the support, asking for some info. so i might still get it back. Will post again when i come to a conclusion.
Hope he will help you out, i mean first warning get instant ban is bit cruel where as other people get second chance i see from forum. Hopefully he give you a chance to learn the lesson.
Is also a very good site to check prices, napoleon was selling £7.99 at Game.co.uk but i already own it.

I did and i think they actually refunded me! though i don't have the chance to check. at least they said that they refunded me.
