i am fluent in Russian but still prefer games in English 
What I meant is that games that talk russian must be sold 50% of the games that marketed for european countries. Russian MW 2 was sold for $18-20 when the english language game was priced much higher in CD keys stores.
So the price is high especially if it requires some manipulations to make it talk in English, like it was with russian version of MW 2.
But it's your store and your prices

Maybe he suggested to download the pirated version, and take that english voicepack and put to "legal" russian version game by simply renaming the voicepacks (if this is possible at all).
Anyways, this ain't legal, the licenses say that you may not change any game files :)

I am more than sure that under some manipulations he meant these actions. That's exactly what cd-key stores offered to do with Russian MW 2 but they warned that they are not responsible if the game would be revoked by steam.

Keys4.me has mafia 2 for 15.99 euros (arround$20) and the game talks in English having only game menu and subtittles in Polish, Chech and Russian
This price is much-much better
